１ 調達内容
(1) 品目分類番号 16
(2) 調達件名及び数量 令和６年度大阪少年鑑別所非常電鈴設備更新等整備 一式
(3) 調達案件の仕様等 入札説明書及び仕様書等による。
(4) 履行期限 令和７年２月28日
(5) 履行場所 大阪少年鑑別所構内指定場所
(6) 入札方法 落札決定に当たっては、入札書記載の金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てた金額）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税業者であるかを問わず、見積もった金額の110分の100に相当する金額を入札書に記載すること。
(7) 本件入札手続きは、入札参加申請書手続及び入札手続を電子調達システムにより行う。
なお、電子調達システムにより難い者は、支出負担行為担当官の承認を得た場合に限り、入札参加申請手続及び入札手続の全てを書面により行うこと（本件入札手続において「紙入札方式」という。）ができる。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和４・５・６年度法務省競争参加資格（全省庁統一資格）「物品の販売」又は「役務の提供等」において「Ａ」「Ｂ」又は「Ｃ」の等級に格付けされ、「近畿」地域の資格を有する者（全省庁統一資格申請中のものは前期間の資格審査結果の資格を満たすもの。）
(4) その他、予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有するもの
(5) 入札説明書の交付を受けた者であること。
３ 入札書の提出場所等
(1) 契約条項を示す場所、入札説明書の交付場所及び問い合わせ先

(2) 入札説明書の交付方法、入札説明の日時及び場所 電子調達システム又は本公告の日から本年６月３日（月）までの休庁日を除く９時00分から17時00分までの間で、上記３（１）の場所において随時行う。その際、令和４・５・６年度資格審査結果の写し、認印及び名刺を持参のこと。
(3) 入札の期日及び場所 令和６年６月３日（金）17時00分 原則として、電子調達システム（郵送の場合は令和６年６月３日17時00分）
(4) 開札の期日及び場所 令和６年６月４日（火）午前10時00分 原則として、電子調達システム

(3) 入札の無効 本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。

(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で、最低価格をもって有効な入札を行った者を落札者とする。

５ Summary
(1) Official acting in charge of disbursement of the procuring entity: Nishioka Kiyoko, the Juvenile Classification Director of the Osaka Juvenile Classification Home.
(2） Classification of the products to be procured: 16
(3） Nature and quantity of the products to be purchased: Osaka Juvenile Classification Home Renewal of emergency electric bell equipment.
(4) Delivery period: 28 February 2025
(5) Delivery place: The place designated by official in charge of disbursement of the procuring entity.
(6) Qualification for participating in the tendering procedures: Supplier eligible for participating in the proposed tender are those who shall: No.1 Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting.
Furthermore, minors, Person under Conservatorship or person under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. No.2 Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. No.3 Have the Grade A, B or C in “ Sale of product” or “Offer of services” in terms of the qualification for participating in tenders related to the Ministry of Justice (Single qualification for every ministry and agency) in the fiscal year of 2022, 2023, 2024. No.4 Suppliers who intend to put in a bid without above qualifications may be eligible only if they will be entitled to the qualifications, registered on the list of qualified bidders, and considered to have the relevant grade.
(7) Distribution of instructions: From 11 April 2024 (9:00 - 17:00) to 10 May 2024 (9:00 - 17:00) at Osaka Juvenile Classification Home Maintenance and Supplies Section.
(8) Time-limit for tender: 17:00, ３ June 2024 (Tenders submitted by mail: 17:00, ３ June 2024)
(9) Date and time of opening and location a bid: 10:00, ４ June 2024 at Osaka Juvenile Classification Home conference room.
(10) Invalid bid: A bid that violates the conditions of bidding and bidding made by a person who does not have competitive participation qualification as shown in this advertisement shall be invalid.
