入 札 公 告 次のとおり一般競争入札に付します。

令和元年12月11日 支出負担行為担当官 科学警察研究所総務部会計課長 本坊 光博◎調達機関番号 009 ◎所在地番号 12○第１号 １ 調達内容(1) 品目分類番号 26 (2) 調達等件名及び数量庁舎等で使用する電気の供給 予定契約電力1,000kW 年間使用予定電力量4,325,000kWh (3) 調達件名の特質等 入札説明書による。 (4) 契約期間 令和２年４月１日０時から令和３年３月31日24時まで(5) 需要及び納入場所 入札説明書による。

(6) 入札方法 入札説明書による。落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に１円未満の端数がある時は、その端数金額を切り捨てた金額とする。)をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書の入札金額欄に記載しなければならない。

２ 競争参加資格 (1) 予算決算及び会計令第70条の規定に該当し ない者であること。なお、未成年者、被保佐 人又は被補助人であって、契約締結のために 必要な同意を得ている者は、同条中、特別な 理由がある場合に該当する。

(2) 予算決算及び会計令第71条の規定に該当し ない者であること。

(3) 令和１・２・３年度(平成31 ・32 ・33 年度)内閣府競争参加資格(全省庁統一資格)「物品の製造」又は「物品の販売」のＡ、Ｂ、Ｃ又はＤの等級に格付けされている者であること。

(4) 警察庁から指名停止の措置を受けている期 間中の者でないこと。

(5) 警察当局から、暴力団又は暴力団員が実質 的に経営を支配する事業者又はこれに準ずる 者として、国発注業務等からの排除要請があ り、当該状態が継続している者でないこと。

(6) 電気事業法第２条の２の規定に基づき、小売電気事業者として登録を受けている者であること。

(7) 省ＣＯ2化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。

(8) 競争参加資格の申請の時期および場所 「競争参加者の資格に関する公示」(平成 30年11月26日付官報)に記載されている時期及び場所で申請を受け付ける。

(2) 入札保証金及び契約保証金 免除。

(3) 入札者に求められる義務 この一般競争に参加を希望する者は、封印した入札書のほかに上記２の(3)、２の(6)及び２の(7)を証明する書類を添付して入札書の受領期限までに提出しなければならない。入札者は、提出した書類に関し、科学警察研究所から説明を求められた場合は、それに応ずる義務を有するものとする。

(4) 入札の無効 本公告に示した競争参加資格 のない者の提出した入札書及び入札者に求め られる義務を履行しなかった者の提出した入札書は無効とする。

(5) 契約書作成の要否 要。

(6) 落札者の決定方法 本公告に示した物品を 納入できると支出負担行為担当官が判断した 入札者であって、予算決算及び会計令第79条 の規定に基づいて作成された予定価格の制限 の範囲内で最低価格をもって有効な入札を行 った入札者を落札者とする。
