入　札　公　告　　次のとおり一般競争入札に付します。　令和元年11月26日　支出負担行為担当官　仙台高等裁判所事務局長　宮田　祥次　◎調達機関番号　003　◎所在地番号　04　１　調達内容　(1) 品目分類番号　26　(2) 購入等件名及び予定数量　仙台高等裁判所合同庁舎等で使用する電気　[1]仙台高等・地方・簡易裁判所合同庁舎及び仙台家庭・簡易裁判所合同庁舎：契約電力633kW　年間使用予定電力量1,340,000kWh　[2]裁判所職員総合研修所仙台分室：予定契約電力45kW　年間使用予定電力量29,600kWh　(3) 購入物品の特質等　入札説明書による。　(4) 供給期間　令和２年４月１日から令和３年３月31日まで　(5) 需要場所　入札説明書による。　(6) 入札方法　入札金額は、各社において設定する契約電力に対する単価（kW単価、同一月においては単一のものとする。）及び使用電力量に対する単価（kWh単価、同一月においては単一のものとする。）を根拠（小数点以下を含むことができる。）とし、当庁が提示する契約電力及び予定使用電力量の対価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。　(7) 電子調達システムの利用　本件は、入開札等を電子調達システムを利用した方式により実施するものとする。ただし、電子入札方式により難い者は、支出負担行為担当官の承諾を得た場合に限り、紙入札方式により参加し、又は紙入札方式へ変更することができる。　２　競争参加資格　(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。　(2) 予算決算及び会計令第71条の規定に該当しない者であること。　(3) 平成31・32・33年度（令和01・02・03年度）最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」において、Ａ等級に格付けされている者で、東北地域の競争参加資格を有する者であること。　(4) 上記２(3)の資格の申請の時期及び場所は、全府省統一資格申請の方法による。　(5) 電気事業法第２条の２の規定に基づき、小売電気事業の登録を受けていること。　(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。　(7) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。　３　入札書の提出場所等　(1) 入札書の提出場所、契約条項を示す場所、入札説明書の交付場所及び問い合わせ先　〒980-8638　宮城県仙台市青葉区片平一丁目６番１号　仙台高等裁判所事務局会計課用度係　佐藤　弘康　電話022-745-6248　(2) 入札説明書の交付方法　上記３(1)の場所において交付する。　(3) 入札書の受領期限　令和２年１月16日午後５時　(4) 開札の日時及び場所　令和２年１月17日午前11時　仙台高等裁判所入札室　４　その他　(1) 契約手続において使用する言語及び通貨　日本語及び日本国通貨に限る。　(2) 入札保証金及び契約保証金　免除。　(3) 入札の無効　本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書その他入札の条件に違反した者の提出した入札書は無効とする。　(4) 契約書作成の要否　要。　(5) 落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。　(6) 入札者に要求される事項　この一般競争に参加を希望する者は、本公告に示した業務ができることを証明する書類を指定する期日までに提出しなければならない。入札者は、支出負担行為担当官から当該書類に関し説明を求められた場合は、これに応じなければならない。　(7) 手続における交渉の有無　無。　(8) その他　詳細は入札説明書による。　５　Summary　(1) Official in charge of expenditure of the procuring entity: MIYATA Shouji, the obligated officer, Director-General of the Secretariat, Sendai High Court, 1-6-1 Katahira, Aoba-ku, Sendai-shi, Miyagi 980-8638, Japan　(2) Classification of the procurement: 26　(3) Nature and quantity of the substance to be purchased: [1]Electric power to be consumed at Courthouse of Sendai High Court, Sendai District Court and Sendai Summary Court, and Courthouse of Sendai Family Court and Sendai Summary Court; Contracted demand 633kW; Estimated annual consumption 1,340,000kWh [2]Electric power to be consumed at the Training and Research Institute for Court Officials Sendai branch office; Scheduled contract demand 45kW; Estimated annual consumption 29,600kWh　(4) Supplying period: From April 1, 2020 through March 31, 2021　(5) Supplying place: As shown in the explanatory paper for the bid　(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: [1] not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); [2] not apply to Article 71 of the 　above-mentioned Cabinet Order; [3] have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021 and meet the qualification for participating in bids within Tohoku region; [4] The time and place of application for the qualification of [3] shall be in the manner of application for single qualification for every ministry and agency; [5] have a license to be a General Electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company; [6] meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the 　above-mentioned Cabinet Order; and [7] have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids　(7) Time-limit for bid: 5 p.m., January 16, 2020　(8) Contact point for the notice: SATOU Hiroyasu, Supplies Section, Financial Division, Secretariat, Sendai High Court, 1-6-1 Katahira, Aoba-ku, Sendai-shi, Miyagi 980-8638, Japan, TEL 022-745-6248
