入　札　公　告　　次のとおり一般競争入札に付します。　　令和２年６月１日　　　　支出負担行為担当官　　　　　　東京国税局総務部次長　湯本　幸治　◎ 調達機関番号　015　◎所在地番号　13　〇第１号　１　調達内容　(1) 品目分類番号　26　　(2) 購入等件名及び数量　京橋新庁舎の電気の調達　一式　　(3) 購入等物品の特質等　入札説明書による。　　(4) 使用期間　入札説明書による。　　(5) 需要場所　入札説明書による。　　(6) 入札方法　入札金額は、入札者において設定する契約電力に対する単価（同一月においては単一のものとし、小数点以下を含むことができる。）及び使用電力量に対する単価（同一月においては単一のものとし、小数点以下を含むことができる。）を根拠とし、当局が提示する契約電力及び予定使用電力量の対価を入札金額とすること。　　　　なお、落札決定に当たっては、入札書に記載された金額に当該金額の10％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、1円未満の端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。　２　競争参加資格　　(1) 予算決算及び会計令第70条の規定に該当しない者であること。　　　　なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。　　(2) 予算決算及び会計令第71条の規定に該当しない者であること。　(3) 令和元・２・３年度（平成31・32・33年度）の財務省競争参加資格(全省庁統一資格）の資格の種類が「物品の販売」であって、「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する又は、当該競争参加資格を有していない者であって、競争参加資格申請書を提出し、入札書の受領期限までに、「物品の販売」であって、「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有した者であること。　(4) 各省各庁から指名停止等を受けていない者（支出負担行為担当官が特に認める者を含　　む。）であること。　　(5) 経営状況又は信用度が極度に悪化していないと認められる等、適正な契約の履行が確保される者であること。　　(6) 電気事業法第２条の２の規定に基づき小売電気事業者としての登録を行っている者であること。　(7) 省ＣＯ２化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。　３　入札書の提出場所等　　(1) 入札書の提出場所、契約条項を示す場所、入札説明書の交付場所及び問い合わせ先　　　　〒104-8449　東京都中央区築地５−３−１　東京国税局総務部会計課電算管理係　羽鳥　真登　電話03−3542−2111　内線2233　　(2) 入札説明書の交付方法　随時交付する。　　(3) 各種届出書等の受領期限　令和２年７月22日午後0時00分　(4) 入札書の受領期限　令和２年７月22日午後2時00分。　(5) 開札の日時及び場所　令和２年７月22日午後3時00分　東京国税局１階第二入札室　４ 電子調達システムの利用　本件は、電子調達システムを利用した応札及び入開札手続により実施するものとする。ただし、紙による入札書の提出も可とする。詳細については、入札説明書のとおり。　５　その他　　(1) 入札及び契約手続において使用する言語及び通貨　日本語及び日本国通貨　　(2) 入札保証金及び契約保証金　免除　　(3) 入札の無効　本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札　　(4) 契約書作成の要否　要　　(5) 落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。　　(6) 手続における交渉の有無　無　　(7) 競争参加資格の申請の時期及び場所　　　　「競争参加者の資格に関する公示」（平成30年11月26日付官報）に記載されている時期及び場所のとおり。　(8) その他　詳細は入札説明書による。　６　Summary　(1) Official in charge of disbursement of the procuring entity　: 　YUMOTO　Kouji　 Deputy Assistant Regional Commissioner (Planning and Administration),　Tokyo Regional Taxation Bureau.　(2) Classification of the products to be procured: 26　(3) Nature and quantity of the products to be purchased: Purchase electricity of the Kyobashi New Government Building 1set　(4) Delivery period: Refer to the tender explanation　(5) Delivery place: Refer to the tender explanation　(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall; １ not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting; Furthermore, minors, Person under conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause; ２ not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting; ３ have Grade'A, B or C selling '　in terms of the qualification for participating in tenders by Organization in Kanto・Koushinetsu area related to Ministry of Finance(Single qualification for every ministry and agency)in the fiscal year 2019, 2020 and 2021; ４ have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials incharge of disbursement of the procuring entity).　５ Have registered as a retail electric enterprise in accordance with Article2-2 of the Electricity Utilities Industry Law;６ Fulfill the requirement mentioned in the tender manual that are started from the viewpoint of reducing CO2,　etc；７ Regarding a contract with Official in charge of disbursement of the procuring entity, an eligible person means to fulfill the contract properly such as realizing that his business condition or credit is not so bad.　(7) Time limit for tender:　2:00 p.m. 22 July　2020.　(8) Other: for details concerning this tender, refer to the Tender explanation　(9) Contact point for the notice: HATORI Masato Densankanri Section, Accounts Division, Tokyo Regional Taxation Bureau 5-3-1 Tsukiji Chuo-ku Tokyo 104-8449 Japan TEL03-3542-2111 ex.2233　(10) Submit a document of a system to prove their ability to supply the system concerned and meet our requirements in order to be judged acceptable by the contracting entity; and provide explanations on the contents of the above document by request.
